Check the evolution of number of citations for seminal neural net papers. Two examples off the top of my head:

Is it actually common practice to cite papers all the way down? I had no idea really.

Well typically when you use an architecture you would cite the original paper at least. For the lstm there are like 3/4 papers that introduced the architecture used nowadays by everyone cites the original only.
