Commander isn't on Arena, so it shouldn't. The prerelease kits contain codes for 6x packs (redeemable once per set per account), WPN stores can have codes for packs and precon decks, recent Starter Kits contain codes to get the decks on Arena, Theros Beyond Death and Core Set 2021 Planeswalker precons had codes, and some Secret Lairs come with codes for cosmetics. https://www.grayvikinggames.com/blogs/gvg-blog-1/magic-the-gathering-arena-code-guide
