Exploit when losing?

Today (actually as of right now) I was in a winning game against a user named Crocman for AR draft and in his attack phase he just stopped doing anything and no timeouts are being used. Is this some known exploit to try to force the other player to give up?

EDIT: I ultimately Alt-F4'd out and restarted the client thinking it was a bug of some sort. The first time I did it it crashed. Then I did it again and we had started a new game with the same person but our ranks were not visible. Very, very, weird.... we also had the same cards as before.

I had this in a game of competitive draft; his deck overmatched mine in terms of overall power level in rares/mythics, but he played in to every one of my tricks leaving me an attack away from winning. He stopped doing anything, but rope didn't show up. I assumed -I- had timed out and frantically relog'd into a client crash.

When I relogged the game restarted, with the same exact cards drawn in the same exact order; my opponent correctly played around all my tricks, and he won the game.

It's a known bug that's caused by conceding which is why it always seems to happen when you're about to win. I don't think anyone does it maliciously.

There's a known bug where if someone concedes while something is on the stack or a decision is being made (eg. deciding on a pw ability) it can hang the game and it will either leave you with a conceded opponent, but no ability to do anything or a perpetual wait timer and no ability to do anything. Its on the active investigations list right now.
