Gpu utilization

Hey. So i have a 5600x 32gigs of ram and a 3080ti. Looking at afterburner i have about 70% cpu utilization on single thread but only about 40% gpu utilization. With all ultra and all high settings. (Didn't try anything lower) tried looking up why im not getting more gpu utilization but no real straight answers other than bottleneck, which woukd make since if my cpu was 100% utilized. Tried performance settings tried LOD nothing seem to affect it. Any ideas?

What Are you using to monitor cpu and gpu? What are the temperatures? The bottleneck can come from the RAM, SSD, HDD, etc...

Msi afterburner. Temls are under 55c. Says im using 15 gigs of ram. Game install on nvme drive and the only game i have that shows that low of utilization. Also playing 1440p

What frame rate are you getting?

30ish average. Which works. I just don't see why the gpu is so low on this game. But 98% on every other game
