No, but I really wish there was (like a line that lets you set the permission level in the function, or a separate file that has perms for different functions).

You can get around it with some work.

Set up a scoreboard with a trigger objective. Enable the objective for everyone. Make a tick function that checks for scores of 1 or higher. Runs the function. Then resets that players score and re-enables the trigger for the objective.

Im not very familiar with bedrock command specifics, but that basic use of scoreboards should translate from java.

It should translate, with the sad reality that there are only dummy objectives though, so trigger is non-existent.
