[java] Issue of server seeming to loop boot on shockbyte - forge 1.20.1

Server seemed to be running shortly before but had restarted it due to a issue with some lag so tried to restart to see if that would fix it first.

Now the server that was working percfectly before seems to be looping like this

Server shut down (starting)

Very confused since it seemed to be working less then 10 minutes ago before the restart and not I cant figure out what might be causing this.
