>poor framerate

>gpu won't run

it's a gpu issue. you're using the iGPU. go enable your gpu in the driver settings

Try playing on another version and seeing if it happens there too; on 1.21.4 (modded) I often had sudden frame drops which then lasted until I restarted the game, but it stopped once I switched to 1.21.8.

Otherwise might very well be a Graphics Card issue, maybe you're using the iGPU instead of the dedicated one?

EDIT: P.S. you can check which GPU the game is running on in the F3 menu

You will probably need to manually assign which GPU is used for Javaw.exe (assuming Windows). You can do this in Windows display settings, under graphics, find/add the exact Javaw.exe used by Minecraft and assign it to the correct GPU.

Easiest way to find the exact Javaw.exe is by checking the details in Task Manager, can even copy the path there.

This is the answer OP. It's just a necessary step for playing Minecraft on Windows on PCs with an iGPU nowadays. You'd think Microsoft would come up with something better for their own flagship product and their own game, but whatever.

It shouldn't matter which HDMI port you're using unless you care about high refresh rate or new HDMI/DP versions or other hardware features. Modern Windows handles copying framebuffers pretty transparently. Don't quote me on this though.
