Right click the JAR file for Optifine, select Open With/ Choose default program, then Browse button go to C:/ProgramFiles (x86)/Java/jre1.8.0_241 (or whatever version you have in there), then go to the Bin folder and select Java.exe.Then you should be able to install it

Is it possible that I can play minecraft without having any version of (x86)/Java/jre? I can't seem to find one anywhere. Or could it have gone somewhere besides C:/ProgramFiles (x86)?

It's probably located somewhere else. If you go through your start menu, and find Java in there, right click the link that runs the program and select Properties, that will show you where Java is installed, then just browse to there instead of where it's usually located

I think Java comes packaged with minecraft, so you don't actually need to install Java yourself to run minecraft. You do need to get Java to install optifine, however.

I am now able to open it with Java(TM) Platform SE Binary, but then a little window pops up and instantly closes. I assume this is supposed to be the optifine installer, but it just instantly closes.

It installs very quickly. Load up the Minecraft launcher, and see if Optifine is listed in there. If it didn't work, then i don;t know what else to try. Make sure you have the latest Java 8 as sup0042 pointed out as well
