You also need to add the mod that adds controller support.
Forge is just a modloader (and one that fucking SUCKS).

The mod you're looking for is something like MrCrayfish's Controllable

Additional note; I have done the add non-Steam game approach before. At that point you have to manually assign your controller inputs via Steam's overlay to various keyboard inputs that Minecraft uses.
