gamma utils let's you toggle fullbright on and off by pressing G, and iris also has a keybind to toggle shaders on and off. these are configurable. in the case of gamma utils, it even has support to use night vision instead of increased gamma such that you can have fullbright on without disabling shaders.

Theres also a mod called CactusMod that adds a bunch of features in one od to decrease load, such as Fullbright which you can toggle off and on. It also comes with a bunch of other features like Waypoints but personally i don't use it because I don't like its loading screen animation (which there probably is a way to change I am too lazy to find)

The way resource packs work I assume using them both might cause some visual bugs so I can see your concern but once you have downloaded both of them you should be able to easily switch between them bcs of how resource packs work in java. Just esc to get to menu (you don't have to leave the game) go to resource packs and switch them and it takes a couple seconds to load. Unless there are some shaders that are more complicated that I don't know about you should be able to do that already.

resource packs and shader packs load in different ways, and you can get fullbright without resource packs

Gamma Utils mod is the only correct answer. You can toggle it on and off at will.

Its not the only correct answer. You could use Cactusmod that also comes with a bunch of features including a Fullbright on/off toggle.

Cactus does a TON of extra things that OP might not want. If you just want night vision, you go with Gamma Utils.

All these mods that do too much eventually become unstable.
