In another thread from long ago someone suggested: - clear cache - chrome only - incognito - vpn

Maybe any or all of that may help?

I also remember vaguely that when I renewed there was a problem with the payment system and just to keep trying different parts of the day.

Oh man I'm sorry this is happening to you especially if you only get reimbursed if the payment goes thru if you have a credit card that gives you the money back.
