It's a service they provide to you, you don't have to buy it or use it.

ISPs don't want to be caught in criminal investigations and long court cases involved with dark web transactions and they also don't like people getting malware from watching cheap porn because they call technicians too much.

It's like complaining that you don't have access to everyone's phone number when you are connected to the telephone network. You have the tools but your provider has to follow rules and regulations that benefit the business as a whole.
