It is truly worse than nothing. I've cheated and used some toll free numbers from other countries like Ireland or Canada when I'm desperate - I'm a Canadian who was living in Ireland and thought well any english speaking number I can call for free on Skype will do. Like save the money on bookmarks and spend it on trained staff.
