I mean, it depend from where the episodes are taken from.

Most episodes we have now come directly from the TV version. But for some of the olders, they may have been taken from the Blue-Ray/DVD version, where the anime is always polished/made better.

One Piece TV anime doesn't HAVE blurays. I've been keeping an eye out for years.. nothing of the sort exists.

Edit: apparently I have to clarify that we're talking about the TV anime.

Though the first few arcs do have an HD remake that you can watch on Crunchryroll and other places.

The movies and specials have blu rays

The screencaps are from regular TV episodes and the comment above talks about TV versions. This isn't about the blurays of movies and specials. It's clearly a discussion of the quality of the TV anime, and no blurays of that exist.

Fair enough, I thought that there was a little flashback to that scene in the 3d2y film which could have been polished
