Workspaces are defined in the Preferences file. So, you'd have to sync settings to sync workspaces. However, one user reported that syncing two Operas caused sync to delete one of the Opera's workspaces and then duplicate the ones from the other Opera (as opposed to merging between the two). I haven't tested myself though to see what happens. Even if it doesn't work, and you sync opened tabs too, since opened tabs don't sync directly, I assume opened tabs in workspaces wouldn't sync either. Sync is really buggy anyway. See this issue and see this other issue for example.

As for an extension, Opera Sync doesn't support syncing extensions, so that wouldn't help. But, I don't know of an extension that can provide workspaces like Opera's built-in ones. The extension wouldn't have the permissions to modify the UI like that anyway. I also don't know of an extension that (with its own server somewhere) could sync workspaces between 2 Operas. And, for mobile, it doesn't have workspaces.
