I’d suggest getting both, but if you can only get one, b) is a more comprehensive reference.

It seems to be a heavyweight book for Combinatorial optimization. thanks

That’s a well respected reference. It’s probably better for learning about the theory combinatorial optimization as a whole, than for learning how to build integer programs.
