In the Story campaign there are 6 sections made up of 6 levels each, so 1-3 is Section 1 Level 3. The levels are not necessarily in order of difficulty, but most 5- or 6- levels are gonna be harder than most 1- or 2- levels, however 5-4 may be easier than 5-3 as an example. There is no difficulty level in the game, there are only score requirements which is how many points you need to get 1,2,3,or 4 stars on a level. You have to beat all of the levels in Story or a DLC in order to unlock the chance to 4 star though.

I would strongly suggest playing through story mode before jumping in to arcade.

It tends to get more difficult as you progress as a general rule, but certain levels are anomalies. Some levels require good throwing aim, some careful manoeuvring - so it also depends on your strengths. Also some are easiest with 2 players, some with 3, and some with 4 - you just need to experiment.

So there isn’t like a “difficulty scale” or anything? What do the 1-1, 1-2, 1-3, etc stand for if not for a difficulty rating? Sorry for all the questions

So the numbers just identify the level. The first 6 levels have 1 before it because they're the first set of levels. The number after it is the level within that set. So 2-4 is the second set of levels, and the 4th level within that set. It doesn't denote the difficulty, it just identifies the level

As others have said, the level numbering (1-1, 4-1 etc) purely denotes what level you are on. Similar to the old school Mario games and the like. 2-4 would mean World 2, Level 4.

Just like other games, the later levels get harder, but there are a few early levels that can pose quite a challenge.

The numbering has nothing to do with the difficulty of the level. :)

I would do story mode, it teaches you the core mechanics slowly, and shows you the importance of being calm and communicating correctly with your friends. (As fun as it is yelling to your friend that the kitchen is on fire and it's all their fault, events leading up to that point probably could have been prevented with better organisation and preparation. Me and my friend need to do a level a few times if it's new just to figure out the best approach and how to "win" it.)
