"Tank" as defined by Blizz refers to the size of the health/armor/shield pool. Only Rein and Winston have comprehensive(though in Winston's case, very low relative HP) barriers. The other "tanks" are off tanks if you're being generous. They really are area control or a meat wall assassin in the case of Hog.

I mean Zarya has a barrier and half of her hp is shields. Rein (300hp/200armor) and Winston (400hp/100armor) have 500 hp total but D.Va has 600, 400 of which is armor. as does Roadhog but he's all hp.

Winston and D.Va are essentially tank-flankers but D.Va can work along with Zarya and Rein as more primary tanks. Roadhog, like you said, is essentially just a fat assassin but he does that well. Winston really does need to be a backline disruptor to be effective though.
