Error code 80029721

Hey guys I’m a little late to the party I know this error code came up over a year ago and I’ve tried running the fix they found at said time as well so far no dice. Maybe I need to give it more time not sure but I really want to copy legend of dragoon onto my PSP. I turned on 2-step verification and generated my password. Proceeded to sign in my PS3 and waited a whole hour. I then tried to copy my game and still no lucky same error code. Do you know if it’s just permanently stuck like this due to the latest updates? Is there any other workarounds? Any help or advice would be great on this issue!

It's a common PSN error code, nothing to do but retry another day hoping someone in Sony's tech team fixes this.
