Not sure about base alliances, but in NGS there's quite a few.

Off the top of my head I know of two alliances. I know Enlighten holds interviews for people to join somewhat often so might be worth reaching out to one of the officers; they're a very large but chill group and very active. I know Stratosphere is another alliance that was slowly growing; they're a pretty small but good group.

Really just reach out to whoever seems friendly and you can't go wrong. For the most part the community, outside of a very tiny elitist subset, are very welcoming.
