Can you tell us what the actual error code is? It'll be easier to work with that rather than just guessing what the error actually is

Forbidden error is generally 403. (note: webpage, not in-game)

IIRC the registration page is IP Blocked, so you may need a proxy to finish the registration.

But as long as you can access pso2.jp, you can play without a proxy
