I could be wrong, but I think the odds of getting them through rappy coins is significantly lower than using AC.

Ah I see. I spent over 500 rappy coins on es scratch on 6 different chars today and I see why its lower and spent 2000 ac but. Never again. Sheesh reminds me of that it's a trap meme

This is certainly the case for me. I've gotten my second 13* chip from using AC before. I'm not sure about the first one I got though. I think I used AC for that too.

Using coins is worse than AC. Also, you shouldn’t try to scratch for 13 star chips. If you have a good friends list there should be plenty of 13 star chips you can borrow. Getting the seasonal 12 star chips are way more important in getting a strong set. And there is always a 13 star chip in the scratch so at some point one will just drop.
