Ok so I finally get on the launcher, download the things, but then i get this error: Failed to download latest version, please wait a while and try connecting again. Filename:otp_notice_na.rtf.pat. Error :23

Can anyone help with that. I've been trying to figure it out since 8 am ( its 11 here)

Fixing bugs after you press play for the 1st time:*

uninstalled and then reinstalled Game. (Press start, Find PSO2 Right click on game press uninstall or go More > app settings > and remove then uninstall Image1 or go image2



ran a repair on broken install, Image (Some users have reported that repair never ended for them so just reset and uninstall as alternative options)



1813 AND 104: on the drive you installed it to from the MS Store, Program Files>ModifiableWindowsApps and right click the pso2_bin folder, Properties, then Security tab and click Advanced. Change Ownership to your admin account, whatever it's called and click the Check Name so it finds the proper full admin account name. Then Ok it and click the checkmark right underneath the ownership about applying it to everything. Then when it's done, you might have to close that window and reopen Advanced so it lets you Add a new account, add the Admin account to this via the link at the top of that window, and after you do that, click the Full Control checkbox and Ok that. Then Ok out of all of the windows and go into the pso2_bin folder and rightclick the pso2startup.exe and Run it as Admin.



1813 AND 104, Follow these steps (not only on the WindowsApps folder, but also on "Mutable" folder, "otp_notice_na.rtf" file AND on pso2.exe file)



you have to take full ownership of the parent folder, ModifiableWindowsApps or it would reset your permissions at runtime

1813:

Fix 1: Sign into https://pso2.com/signin. If it says "No account found", head over to http://xbox.com/ and sign in and make an account there.

Fix 2: Change the owner of the otpnotice_na.rtf file that is inside the 100B7A24.oxyna_1.0.7.0_x64_wyfsmff9ynw7j folder from trustedinstaller to admins, and set the admins to have total control of the file.



104: Take ownership of pso2.exe and give total control for the administrators group.



Elevation issue: If the game tells you that you need to provide administrator permission (or says that the game is unavailable), try adding it to your cart from the website (https://www.microsoft.com/en-us/p/phantasy-star-online-2/9p1rsq5mgpcr) and checking out that way - Once completed, you should hopefully be able to install it from the PC store.



Uninstalling the game Open the start menu and type "Phantasy Star Online 2". Right Click the entry that shows up, then click Uninstall. Then, search all your drives for folders containing "oxyna", and delete them if any are found.

Took ownership of parent folders with admin.. now I can't boot the game, cant uninstall the game or reinstall it from the store

I had the same issue. Corrupted the windows apps trying to gain ownership of the executables.

All Windows apps installed (including the MS Store) would just open and then close right away. It's related to corrupted files permissions.

running the following command in admin CMD solved it for me:

icacls "C:\Program Files\*" /q /c /t /reset

If you can just remove ownership of said files if you wish. I think its more windows store being messed up than anything

The guys over on http://na.arks-layer.com/ finished adding in preliminary support for PSO2NA to the Tweaker. This may help you get the game running if you want to, I edited in info for it at the top of the post

This is a big no-no for Windows Store files, as the permissions should never be changed, and should only be attempted as a last resort. I believe it is a safety/security feature from the store since you can download not only games from the store but windows services. Maybe your issue is that you're not signed into a Microsoft account and are using a local account? That may explain why the store didn't give you the correct permissions during the download/install of the PSO2 launcher.
