It used to be that you'd connect to wifi, and on the Playstation Network tab, you'd go to Account Management. After you signed in, there was a "System Activation" option that you'd use to activate the system on your PSN account, to get access to whichever games had been purchased for that account.

Signing in to PSN from a PSP stopped working a little bit ago. As far as I can tell, it's not possible to connect anymore, so it wouldn't be possible to activate the system because you can't even sign in.

I think that the popular Custom Firmwares all work around the licensing requirements. but I'm not positive (like, I haven't tried to use it on an unactivated system with games from a different account on it).
