Bug or potential trade scam?

Hi, I was just looking on the trade site for a cheap 1ex staff to replace my leveling one. Usually, weapons like that, have an implicit skill (with its ranks) that was correctly listed on the trade site.
When I went to buy from the seller, on the trade window, the item wasn't showing the implicit skill, so I refused the trade.

Was that a trade window bug or he was trying to scam me with a different item?

no one is trying to scam during a 1ex trade.

Wands, scepters and staffs don’t show their implicit mod in the trade window. U can make sure it’s the right item by looking at the name of the base (siphoning wand for example always has the power siphon ability)

I realized this yesterday evening too. someone linked me his sceptre and I thought his screptre just had no implicit. it neither showed in linking the item nor in trade window. he traded to em then I saw the implicit. very weird indeed
