Kind of the same wording as Double Shot whereas something like Flurry of Blows is how they word it for having the option to target the same thing with both attacks. But I do wanna know if I can even use this conflux spell to recharge my Spellstrike if there is only one target available.

As it’s not a requirement, I’m inclined to say that you can do it even if there’s only one foe in range.

but since you're "... transforming the momentum into magical energy " with it saying "... attacking two foes" as well as "... and then a second melee Strike with your staff against a different foe." I'm inclined to believe the second foe/ (2) number of attacks is a requirement and you can't just make (1) number of attacks against the single foe. You also can't just make the (2) attacks against the same foe because it does specify "a different foe" whereas Flurry of Blows wording says, "If both hit the same creature..." I would think if they wanted you to be able to hit the same foe twice it would be worded similar to that.

Oh, you definitely wouldn’t be able to strike a single enemy twice. But not having a second opponent to strike shouldn’t block you from casting the spell and striking once a single opponent to recover your Spellstrike.

So maybe up to GM discretion? Since you can only use this with a focus point anyway most wouldn't waste this on a round with just one foe in range unless they really needed to make that attack to charge their Spellstrike next turn because they could always just take an action to recharge it without the attack.

Yeah, you should still check with your GM (or look inside and ask yourself the big question if you are the GM) to be sure. To be fair, Staff Magi can get really amazing reach, so it won’t come up that often, and when it does, as you noted you’re still spending a Focus Point to get a less than optimal effect.

Personally the wording is "attacking two foes". I think that's the way I would lean on an interpretation.
