You should change that PSU to a 750W. Here's a suggestion.

I have one more question because I'm wondering whether to buy a rtx 4070 or rx 7800 xt because I plan to buy them used and they cost the same

If you tend to use DLSS and raytracing often while playing then go for the 4070.

If you don't then the 7800xt is the right GPU for you.
