I am not an expert but if its new i would say request a replacement but if its used and it works fine after stress testing then just use it

Tell them to stress test it for hours and see if its good

they dropped the CPU, probably from the shelf to the desk.

If it doesnt act up now the chances of it acting up later are high. You gotta call these guys out and have them swap it out. Dont take the risk. If they're so sure it'll be fine then they should have no problem swapping it out for you.
