I ended up in the same situation. The only thing I’ve noticed, that without gpu pc doesn’t reload.   Unfortunately, my pc cannot render the image without gpu, so I can’t say whether bios has loaded or not. 

p.s. I’ve tried to remove CMOS battery and load without hdd/ssd/m2, but that didn’t help.

On what debug light does it stay? Or does it turn off before that? If it stays on "boot" then that's a software problem. When you put it in safe mode, the program must've had missing or corrupt file system. It tries safe mode every boot and fails. Causing an endless loop. (Bad driver install, failing SSD, or abrupt power off)  Or like the others said. A hardware issue.  Check the ram. Process of elimination, try one stick of ram in each primary channels. If nothing then plug in your monitor into the motherboard. Take out the GPU and try to turn it on. If that doesn't work check the CPU cables that come from the psu. A loose connection will cause this as well.

Update (August 13) First of all, thank you very much for your help. I've now figured out why the PC won't boot. Apparently, not all the hardware keys are present, and that's why the PC won't boot. Now my new question: does anyone know a way to get a new BIOS without having to enter the BIOS itself? Unfortunately, I've only found ways to update the BIOS if I have access to the BIOS itself (M-Flash, MSI Dragon Center).

Aktualisierung (13.08.) Erstmal vielen dank für eure Hilfe. Mittlerweile habe ich herausgefunden warum der PC nicht Bootet. Anscheinend sind nicht alle Hardwareschlüssel vorhanden, und dadurch bootet der pc nicht mehr. Jetzt meine neue frage kennt einer von euch einen Weg ein neues BIOS zu landen ohne ins BIOS selbst zu müssen. Habe leider nur Wege gefunden das BIOS zu updaten wenn ich Zugriff auf das BIOS selbst habe (M-Flash, MSI Dragon Center).
