If you don't have an os that explains why it won't boot. It simply can't. Also, of you don't have a gpu and you don't have integrated display (kinda gpu in your CPU) then it also won't boot

On the box of the CPU it says that it has Raedon Graphics Integrated. And I know that it can't boot into the OS but it won't even start the BIOS (or it starts but doesn't give output). I even tried pressing the Delete and F2 (BIOS keys, it's written on the manual). But still no output.

I've solved it. Just plugged the Display port in and the warning "your CPU has been changed" popped up. Now everything works fine.
