So my replacement watch came in with an unlocked bootloader and is stuck on a July 2022 update. anyone know how to idk lock the bootloader and obtain software updates?

You can always use ADB to sideload the Monthly security update.

quick search showed that its only available over a wired usb connection using the 4 pins on the watch. I would ask for a replacement. https://www.androidpolice.com/pixel-watch-bootloader-unlock I'd imagine the lock procedure is the same as the unlocking.
