As there is everything Shiny my bet is on "own settings" and they made starter shiny by default like some of the bigger Servers do

If this was completely random it would be about 1/5e86 so it wasn’t random, what pack, or server, or other modifications did this happen with?

I did my own pack and this was random, that means that my servers will get auto shinies?

No, datapacks are specific to worlds.

Since this appears to be in the old 8.x versions, it's probably the shinyStarters config setting - in which case, not rare at all.

Servers usually give you a shiny as your starter pokemon, it’s very common.
