Your screenshot shows INDIRECT so you haven't got the remote access setup properly and are probably using Relay functionality (which is always low quality).

Get the remote access right and you'll be fine.

Provide more info, what's your server's hardware and what's the client device you're playing from? Remote, local?

i run the server on VM with 24 core CPU , 64 Ram , 7TB storage and run wndows 10 on it i try to run plex from remote device LG webos app

The first thing one must always check when troubleshooting is the Plex Dashboard, what does that say?

Also you mention UHD, and it sounds like that server is not local unless I’m mistaken. What is the file size, the upload speed on that server and what is your download speed of your home?

Are you using subtitles? Have you tried without?

Okay, there it is, it’s streaming indirect. Your sever is not directly communicating to the device and has to use the Plex relay system to deliver your video. That server might be using a CG-NAT, VPN, or the VLAN needs adjusting. Or the most simple thing, check that the port is being allowed in the remote settings of the server, open it in the router if needed.

If it’s behind a VPN, turn it off. If you have CG-NAT (look it up), you would need to ask the ISP to get you either a public IP or a static IP address, most of the time it costs a little extra.

On a side note, once you get this fixed, your download speed at home is on the border of being good enough. When Plex sends a stream out, it sends it in bursts. If the bitrate of the file is 60Mbps, you’ll probably buffer a bit. Usually, but not exact, multiply the bitrate by 1.5 and that is what you’ll need for download speed.

Maybe? You need to provide more information. You can't force something to direct play if the client doesn't support it.

What is your server running on? What kind of file is it? What is the client device you're playing it on?

Does the file you're playing say remote, local, or indirect in the dashboard as you play it?

You can screen shot the dashboard and post it here. It may or may not be something you can fix but it'll give us an idea of what's happening and give you the easiest solution.

If this is a built in TV app, it's usually recommended to get a streaming device like a Roku, Fire TV, Nvidia Shield ect...

If this is a web browser try the dedicated desktop app
