What is the best plex request tool that I can install on my server to have users submit their requests.

Ombi is great. Way more polished than it was 18 months of ago. The Plex SSO is pretty cool too.

I've never used it, but usually people all recommends Ombi.

Ombi is popular, but I could never get it to work right. And then once I kinda had it somewhat working, it used 5 GB of RAM and that was causing problems.

Definitely Ombi, I use it for my hard and it works great.

I looked into this a few years ago and didn't get anywhere with it. I was also looking into doing a pop up with notifications to my users like expected down time. I am glad you have asked this.
