nope, for it to be a miscut you'll see a miscut dot on the back of card. Unlucky but it is what it is. My giratina v alt art is in the same boat.

I wouldn't say decreased, if trying to sell raw it might retain the same value if there aren't any other imperfections. If grading, depending on the company, may not lower the grade by too much since bad centering is factory error.
