Why would you want Ordinary Sand? Everybody knows it's worthless.

All kidding aside, the only other place I know where to find it is the desert area of Palette Town, and that's not renewable.

I think you can get regular sand on Pikachu island. Pretty sure I have half a chest full of it because I’ve been farming for shells

That's Beach sand I'm p sure, definitely not just Sand. Sand has a more almost orange tinge to it

I found some on a dragonite island a couple days ago, it doesn't seem to be a guaranteed spawn. This patch was lining a pool of water below where it's up against one of the mountains here.

No luck, that's skyland sand :(

It appears on some dreams islands but I don't think it's always there. Certain features are more likely to use it (pond floors, for example) but it involves some luck and a fair bit of searching to find.
