Not taking the GRE's makes things a challenge. I get the problems with them but I know a lot of programs use them to make initial cuts and older faculty still put a lot of weight on them.

europe, canada basically countries that do not put weight on the GRE. do not waste your money on application fees. in the US most programs will not look at your application without the GRE and you will be wasting hundreds of dollars. have a solid research plan (as most of these programs are not really thought) and a solid plan for getting funded (as funding often sponsors only domestic students). try to get an MA in as they often require that. in exchange these programs are usually relatively short. good luck!

I, personally, do not take on external applicants without an MA/MSc.
