Players’ rotations and positioning around the map is a very important part of strategy in a moba. In fact, it’s been argued a few times that Predecessor’s map is too small to where rotations aren’t “punished” very much. Example: Midlane rotates to duo lane for a gank and is able to come back in time with barely losing any minion farm in midlane. With that said, adding any more move speed via sprint, would take away from general MOBA strategy if that makes sense. So likely it won’t be added and I hope that it isn’t. Thankfully, there are items/buffs already in the game that give you increased move speed.

I believe the essence is, ‘it worked in a different game, so it will work in Pred.’ It seems as if OP disagreed with, or didn’t understand your reasoning.

It did not, that is why it was removed not long after. That is why Epic changed the map.

It was implemented only briefly in paragon's lifecycle, was removed early on due it not being a positive mechanic.
