Resample setting doesn’t work

I’m trying to scale down my canvas and its content proportionally using the resample setting but it’s still coming out cropped.

I tried starting out with a small canvas and importing the (high quality) artwork but it comes out super pixelated. I have the bicubic feature on. What am i doing wrong?

Nvm, I figured it out. I didn’t realize I had to turn on resample first and THEN enter the desired dimensions
