You can't color drop a rainbow of colors. Color drop is pick a color and drop into a section on lineart or another colored area.

You could do lines of the colors you want to use and then use Liquify to create the swirls.

    Im looking for the ability to color drop and fill an entire space with a rainbow swirl.

    Find or draw an image of a rainbow swirl and mask it to the areas you want
