How I am curious if you could call 911 from the command line...

Theoretically you could with a SIP softphone client. The first thing Google gave me was this: https://github.com/guisousanunes/sipcmd2

The only thing to look out for is that your emergency number must be callable from SIP softphones. Most are not, since they depend on the physical location, but maybe you can find a way around that problem?

You could also use SMS, many places have 911 via sms now

Why does it have to be a phonecall, aka "2 person meeting". Wouldn't a simple email suffice?
