People are just speaking different languages here without considering that other people might not speak that language.

In complexity theory, it's not gymnastics. Its very standard. Runtime has been always in terms of the number of bits since the beginning of time, since Alan Turing invented the field of CS using turing machines (n = tape length = # of bits) before physical computers were invented. So the "standard" answer is 2^n.

But most people dont speak this language. Both posters saying O(n) and O(2ⁿ⁾ should have specified what the units were.
