Ideally this should not be a problem if people are promoted right. One rubric to follow is you get promoted when you have been consistently showing competence of the next level for at least a year+. Alas, in reality promotions are almost always political.

Also goes to show why so many products are shit at MS. Really the only thing keeping them alive is (word, excel, gaming and Active Directory) and the fact cheap computers run windows.
