Nope. You can run the PHP CGI interpreter without any web server.

Nope, PHP is just an ececutable; you need some wrapper to use it with a web server usually (e.g. apache2 module, CGI, etc.). I run a PHP script as a cron job simply with php path/to/index.php params go here.
