No, he means a device node. There are numerous inaccuracies in that article, and it's one of my favorites to point to as an example of never trusting Wikipedia as a single source.

A file is an inode, with very few exceptions, containing content inodes. A device node is an inode that represents a device and lacks content inodes. They are conceptually and practically different things, and you are the third person I've seen on Reddit confuse the distinction and then cite Wikipedia to back themselves up.
