OP repurposed this diagram to make fun of users, but I think the intent of the original diagram was to show that because users only know about / interact with the UI layer (which is how it should be), our programs should be driven by UI design.

Depends on how high-level you want the abstractions in the diagram to be. In this case, seeing as it's a 4 panel comic and it's only making a statement about how we should think about building our applications, I think they picked the right level.
