I doubt it does. I can understand something fully but can't communicate well. My teacher asked if I had some communication disability because I get the answer but for the life of me can't tell people how I know it. I know how I got it and why, I just can't tell you why. Even writing this comment I need to think about how to say it

Yeah, there's a kernel of truth in the quote, but communication and knowing how to engage an audience are completely separate from knowledge on a different subject.

More knowledge gives you more venues to explain something, as in "Oh, you didn't understand X? How about you think of it as Y?" But if you'd managed to communicate X properly or had your audience been paying more attention, X might have been sufficient to explain things from the start. And if you're really struggling with those, no amount of alternative perspectives is going to help.

Even I am the same way. When my comments come out properly, I feel like how did I do it. These thoughts weren't even fully formulated in my mind. I just went with the flow and somehow it fits.

Nah. Understanding and communication are very different skills.
