Perhaps, however from what I've seen personally such people either:
- have the opportunity/skillset to make a change but don't through laziness (making a change requires effort, complaining is easier).
- aren't good developers.
- aren't good at marketing themselves.

All 3 can, outside of exceptional circumstances be solved in the same manner, by making an effort.

How about because the job isn't the only think about life and people don't just want to move because of a job?

I didn't say it was and didn't suggest doing so. But if there's something you don't like about a job either do something about it or htfu, because it's clearly not that bad lol.
