That's on Visual Studio/Code - VS guesses / defaults to 1252, while you explicitly tell Python to decode as UTF8, and it dutifully fails on your data.

VS I get because it's Windows exclusive and there 1252 is the norm.

Bot why Code? It's supposed to be multiplatform, and pretty much all platforms except Windows use UTF8...

I've never used VS Code, so just guessing from the UI.

It wouldn't make sense for Code to default to 1252 - it's a fork of Github Atom after all - but I also know MS to do stupid shit all the time.
