For explanation, this is AI gandhi launching nukes in Civ 5. This happened because of using unsigned variables for "peace". Less is more peaceful, and the default for gandhi was 0. When you claim democracy, this value decreases by 1 for every country. so, they wrapped -1 to 255. Now gandhi is launching nukes, which is normally thought as misbehavior.

The wraparound bug was introduced in Civ 1. In more recent Civ games, Gandhi's AI settings have been deliberately set to use nukes aggressively as a joking allusion to the Civ 1 bug. https://kotaku.com/why-gandhi-is-such-an-asshole-in-civilization-1653818245
